Here is the literal translation of the key points of the new government decree, issued Sunday, March 22 and signed by the Minister of Health of Kenya.

1. All international flights are suspended from Wednesday, March 25, 2020 at midnight, except for cargo flights whose crew must comply with strict directives. Those entering the country between now and Wednesday will undergo mandatory quarantine at a facility designated by the government at their own expense.

Countries wishing to evacuate their nationals must arrange for repatriation within this period. Kenyans who are currently in foreign countries and will not have returned within this period of time are advised to follow the guidelines issued in their respective countries, wherever they may be.

2. While we had allowed Kenyans and foreigners with valid residence permits to enter the country, we checked that there are individuals who are not observing the self-quarantine protocol. As a result, the NERC has decided that all persons who violate the self-quarantine obligation will be quarantined for a full period of 14 days at their own expense, and subsequently arrested and charged under the Public Health Act.

3. Starting tonight at midnight, all bars will be closed until further notice.
Restaurants must remain open, but only to facilitate takeaway services. This is to ensure the requirement of social distance, noting the increased risk of transmission that these facilities cause.

4. In addition, in order to give effect to the social distance, a prerequisite in the transport sector of all public services, vehicles must comply with the directive issued on Friday, March 20, 2020, In case of non-compliance with the respective "Sack" licenses will be revoked. The Inspector General of Police has already been directed to enforce this directive.

5. 6. Finally, having noted the non-conformity of religious institutions with the requirement of social distance as issued on Friday, March 20, 2020, the NERC has directed the suspension of all functions and meetings in churches, mosques and other religious meetings.
These also include weddings, funerals and other social gatherings which are limited to close relatives only. These directives are effective immediately until further notice.
Once again we are aware that these measures may be inconvenient at the moment, but I assure you that they are necessary to achieve the stated goal of keeping all Kenyans safe.
