The new Decree of the Presidency of the Council of Ministers signed yesterday by italian President Giuseppe Conte has in fact changed almost nothing in terms of travel abroad, except a stronger emphasis in the words on the ban on travel to "E" category countries including Kenya and the restrictions on returning from these countries.
Here is the part of the Prime Ministerial Decree that concerns us closely.
Restrictions on travel to and from abroad
Movement to and from States and territories listed in list E of Annex 20 (Kenya is included in this list ed), entry into and transit through the national territory of persons who have passed through or stayed in States and territories listed in list E in the previous 14 days, as well as movement to States and territories listed in list F of Annex 20, shall be prohibited unless one or more of the following reasons, as evidenced by the declaration referred to in Article 5 (1), applies:
work requirements;
absolute urgency;
health needs;
study needs;
return to one's home, residence or residence;
entry into the national territory by nationals of Member States of the European Union, States party to the Schengen Agreement, the United Kingdom of Great Britain and Northern Ireland, Andorra, the Principality of Monaco, the Republic of San Marino, the Vatican City State;
entry into the national territory by family members of natural persons referred to in point f), as defined in Articles 2 and 3 of Directive 2004/38/EC of the European Parliament and of the Council of 29 April 2004 on the right of citizens of the Union and their family members to move and reside freely within the territory of the Member States amending Regulation (EEC) No 1612/68 and repealing Directives 64/221/EEC, 68/360/EEC, 72/194/EEC, 73/148/EEC, 75/34/EEC, 75/35/EEC, 60/364/EEC, 90/365/EEC and 93/96/EEC;
entry into the national territory by third-country nationals who are long-term residents within the meaning of Council Directive 2003/109/EC of 25 November 2003 concerning the status of third-country nationals who are long-term residents, as well as third-country nationals who derive their right of residence from other European provisions or national legislation;
entry into national territory by family members of the natural persons referred to in point h), as defined in Articles 2 and 3 of Directive 2004/38/EC of the European Parliament and of the Council of 29 April 2004 on the right of citizens of the Union and their family members to move and reside freely within the territory of the Member States amending Regulation (EEC) No 1612/68 and repealing Directives 64/221/EEC, 68/360/EEC, 72/194/EEC, 73/148/EEC, 75/34/EEC, 75/35/EEC, 60/364/EEC, 90/365/EEC and 93/96/EEC;
entry into the national territory in order to reach the domicile, dwelling or residence of a person referred to in points f) and h), whether or not cohabiting, with whom there is a proven and stable emotional relationship.
The entry into and transit through the national territory of persons who have transited or resided in the States and territories mentioned in list F of Annex 20 in the fourteen days preceding the date of entry shall be prohibited, except in the following cases:
persons referred to in paragraph 1, letters f), g), h) and i) with registered residence in Italy from the date prior to the date indicated in list F of attachment 20 with the obligation to present to the carrier at the time of embarkation and to whoever is responsible for carrying out the checks a certificate of having undergone, within 72 hours prior to entering the national territory, a molecular or antigenic test, carried out by means of a swab and negative result; crew and travelling personnel of the means of transport;
officials and agents, however they may be called, of the European Union or international organisations, diplomatic agents, administrative and technical staff of diplomatic missions, consular officers and employees, military and police personnel, both Italian and foreign, and personnel of the Information System for the Security of the Republic and the fire brigade, in the performance of their duties.
Restrictions on specific areas of the national territory pursuant to Article 1, paragraph 3, of Decree-Law No. 33 of 2020, as well as restrictions on the origin from specific States and territories pursuant to Article 1, paragraph 4, of Decree-Law No. 33 of 2020, shall apply.
