In a move announced by the Minister of Labor and Social Protection, Florence Bore, the Kenyan government has declared that it will abolish all privately owned orphanages and children's homes within the next eight years. In this time frame, it will be up to the institutions, according to the minister, to "absorb the children" currently housed in the private solidarity facilities, transferring them to children's centers run directly by the state, but most importantly, to place them with families and communities that can ensure their normal growth.
The decision, according to Bore, is due to the increase in child trafficking for which some of these children's homes have been responsible. There are more than 855 of them, according to a 2022 Social Protection report, currently housing about 50,000 children. However, the government will continue to house children in facilities run by the Child Welfare Society of Kenya, the government agency in charge of the care, protection, welfare and adoption of children in Kenya.
In 2017, a nongovernmental organization, the Stahili Foundation, said some orphanages and children's homes in Kenya convince families to give up their children before using them to solicit donations.
"In the next eight years, private facilities that take in children will no longer exist," the minister ruled, recalling that Kenyan law provides for guardianship, foster care and adoption, and will be used.
