Transport Protocol say no, MOH wants it

On Saturday, August 1st, as announced by President Uhuru Kenyatta on July 6th and confirmed by his spokesman Cyrus Oguna on the 16th, following the opening of the national airports for domestic flights, the skies of Kenya will reopen for incoming and outgoing international flights.
There are only two days left to confirm the application of the draft protocol prepared by the Ministry of Transport and signed by Minister James Waina Macharia.
The draft should result in an effective decree for the reopening but there is still an unknown factor linked to the doubts raised by the Ministry of Health regarding the mandatory quarantine for anyone arriving in the country by air.
The protocol, also approved by the Kenya Civil Aviation Association (KCAA), would not provide for a 14-day quarantine for anyone arriving in Nairobi or Mombasa with a Covid-19 Free certificate issued by the country of departure of the flight to Kenya and has no symptoms that could lead back to the virus. In this case, despite the certificate, the passenger would be housed in a facility chosen by the Government (there are also hotels on the list) and swabbed.
The National Emergency Committee Covid-19 (NERC), however, a few days after the presentation of the protocol, expressed a negative opinion on the possibility of not allowing anyone who wanted to stay in Kenya, both for business and tourism, to observe the period of isolation.
The scenarios that could already be outlined today, with possible statements by the Government, may also provide a sort of agreement that would allow those who stay in the country for less than 15 days not to carry out quarantine and for residents to respect it at home.
But these are rumors that the Government has neither denied nor confirmed. What is known is that those who push to reopen unconditionally have been at work for days to convince the reluctant. 
For now the unofficial document that, according to the rule, should become official at the reopening and that puts in a good mood the Minister of Tourism Najib Balala and the associations of hoteliers and activities related to hospitality is that of the Ministry of Transport, which sets strict guidelines (entry into airports only to those who are authorized, photocopy of the arrival ticket for drivers who go to pick up passengers and the passengers themselves if they should arrive or leave during curfew hours, in addition to the indications already in place regarding precautions for the Covid-19).
