Among the many changes and adjustments that Kenya is trying to address in order to try to reach the standards of more developed countries, there is also the reform of traffic and the rules associated with it. Kenya from this point of view has always been a ground for open infringements, hardly punished except by indulgence in payment to representatives of institutions.
Few other aspects of the growing African country give the impression of total anarchy, which often results in fatal accidents as well as inefficiencies.
The latest provisions of the government, which has prepared a draft decree through the National Transport and Safety Authority (NTSA), envisage a switch from the old paper driving licence to the 'Smart Driving Licence', i.e. a digital driving licence like the one in the European Community. All drivers of Kenyan nationality or resident in the country will have to convert it within three years.
The new licences, via a chip, will be able to identify the driver and, as is the case in modern countries, can be linked to instant fines and the demerit points system to enforce traffic laws.
‘This is critical to the integrity of road safety in the future and will be accompanied by identity checks to eliminate fraud through the licensing system,’ the order reads in part.
‘With the smart licence for every Kenyan driver, it will be possible to manage and implement an instant fine regime and a demerit point system.’
The smart driving licence includes a chip that will store the driver's information, such as name, date of birth and gender.
The plan also includes the introduction of new processes to streamline and regulate driving schools and instructors. So-called 'easy licences' will be restricted, because in the case of too many offenders from the same driving school, action will also be taken against it.
In order to comply as soon as possible, considering the endemic delays in bureaucracy in Kenya, it will be necessary to act through the E-citizen platform, accessing the NTSA section and applying, attaching the old licence. Even among residents, there are already those who have applied and received it.
The draft reforms will be discussed and approved after 10 May, the date by which the public can raise any objections.
